DATO’ IR. HJ. ZULKEFLI HJ. MUSTAFFA has over 28 years working experience in the field of Civil Engineering. He obtained his Bachelor of Science in Civil Engineering Degree from the University of Pittsburgh, USA in 1989, and a Master’s Degree in Rock Mechanics and Foundation Engineering from the University of Newcastle-upon-Tyne, UK in 1994.

Dato’ Ir. Zulkefli’s involvement in the field of Civil Engineering began in 1989 as a Project Engineer with a construction company. In 1992, he joined Paving Automation Technology International (PATI) as an Assistant Contracts Manager and served for a period of 3 years.
Prior to joining an established firm HLA Associates Sdn Bhd in 1996 as Design Engineer, he has worked with a consultant firm as a Resident Engineer for the construction and completion of Institute Technology MARA, Perak Branch Campus (Phase 1) at Sri Iskandar, Perak.

During his tenure with HLA Associates Sdn Bhd from 1996 to 2004, he has worked in various capacities from Design Engineer to Associate Director, and has gained extensive experience in the planning and project management of a large scale engineering works, detailed designs of infrastructural, structural and geotechnical works and supervision of civil engineering works.

In June, 2004 he formed ZHL Engineers Sdn Bhd. He is responsible for the overall direction of ZHL Engineers Sdn Bhd and leads a strong team of directors, professional, semi-professionals and administrative personnel.

On 14th January 2017, as an acknowledgement and honour for the wisdom, abilities, loyalty to the Yang di-Pertuan Besar of Negeri Sembilan and contribution to the community of Negeri Sembilan, he has been awarded the title of Darjah Setia Bakti Negeri Sembilan by Duli Yang Maha Mulia Tuanku Muhriz Ibni Almarhum Tuanku Munawir, Yang di-Pertuan Besar Negeri Sembilan Darul Khusus.
